Sam Ross, President
Sam Ross is the President and Founder of BCE. Previously, he worked at Lockheed Martin as a government contractor overseeing a 100M government contract. His primary oversight was over the Pacific region, which included the Hawaiian Islands, Samoa, Guam, Micronesia, and Midway.
Sam enlisted into the Army as an infantry soldier more than ten years ago. Sam attended Basic Training and Advanced Individual Training at Ft Benning, GA. He quickly became a team leader, after which he was sent to attend the Army’s Air Assault Course. Sam Ross has served as a Forward Observer, Team Leader, and Opposing Force (OpFor) Support Instructor for West Point Military Academy.
Sam has served tours of duty in Bosnia and Herzegovina and was also part of the United Nations Armed Forces for the 10th Mountain Division Light Infantry Unit. After his tour of duty, he enlisted into the Arizona National Guard Forward Artillery Unit, so he can pursue his bachelor’s degree. Sam Ross founded BCE so that he can help his fellow veterans acquire opportunities to grow in the civilian sector after they exit the military. Sam hopes to bring the same focus and integrity into government projects with BCE as he did as an infantry unit team leader.
Sam is a founding member of OSHA STEPS Network in OSHA Region 8. He has over 15 years of experience in general industry, construction industry, environmental, and oil and gas industry. He is a Master Level Instructor and Training Leader.

Geno is the Vice President for Government Construction of BCE. He has more than 25 years of experience as a Construction Manager. His areas of expertise include general carpentry, residential construction and remodeling, drywall, electrical, construction machinery operations and metal lathing.
For more than a decade, Geno was the Owner Subcontractor of GI Remodelling, LLC in Arizona. During that time, he formulated and executed strategic plans that propelled the direction of the company forward. His passion towards his craft, together with his smart financial planning and bold decision making abilities had made the company a force to reckon with.
Geno's deep appreciation for homebuilding started from his father who taught him everything he knows from a young age. His professional journey began as an apprentice to flooring contractors, framing and electricians. He fell in love with the electrical aspect of home building where he really focused on for many years of his career. He worked for Jen Electric, as well as Kearney Electric where he later became a foreman.
Geno admits that every part of the building process continues to inspire him with each new project he encounters. His expectations are high on every aspect of a home assemblage, and with his extensive knowledge and background experience he always provides the highest level of service.

Mark Ross serves as Vice President of BCE Construction Inc, bringing over 12 years of experience in renewable energy and industrial construction. He has successfully led large-scale solar, infrastructure, and industrial projects across the United States—representing more than $1.5 billion in total project value—while advancing BCE’s mission of safety, quality, and innovation.
Throughout his career, Mark has held key leadership roles with Saulsbury Industries, Bilfinger Westcon Industries, and BCE Construction Inc. His expertise spans Solar EPC (Engineering, Procurement, and Construction), construction, scaffolding and industrial operations, project management, quality assurance, and safety compliance for complex, multi-phase builds.
At Saulsbury Industries, Mark played a pivotal role in the McFarland Solar and Battery Storage Project in Arizona—a 500 MW facility spanning over 3,600 acres. He directed more than 600 personnel and 15 subcontractor companies, ensuring full regulatory compliance, exceptional QA/QC performance, and on-time project delivery.
Mark’s leadership is marked by a steadfast commitment to safety and operational excellence. Under his guidance, teams have achieved over 1.5 million man-hours without a lost-time incident. His dedication to precision, accountability, and forward-thinking construction practices continues to drive BCE Construction’s growth and success in the renewable energy and industrial sectors.

Serafima Tsyguleva - Business Manager
Serafima Tsyguleva is the Business Manager of BCE. She has over 15 years of experience in administration and human resources in various fields including medical, business and oil & gas industries.
Having held positions in those fields, Serafima is able to efficiently interact directly with potential and existing clients and tailor her skills to meet their needs. She is experienced in overseeing and managing 20+ employees, including training, file management and record keeping.
As a human resources coordinator, she participated in creating various employee development programs. Serafima’s expertise in data/payroll management systems and project coordination make her an invaluable asset to the human resources portion of her job.
Serafima also has several years of experience as a DOT compliance coordinator responsible for keeping up and following the Department of Transportation regulations at the state and federal level and involved in safety training for compliance with OSHA regulations, as well as periodically auditing files and operational procedures.
